Panel Presentation: The Honourable Patricia Bovey, Former Independent Senator for Manitoba.

RP welcomed Senator Patricia Bovey from Ottawa Canada has a long history of policy engagement in the arts and working towards a declaration of respecting the essential role of artists and creative expression in Canada.

Senator Bovey gave a presentation of the research she was conducting investigating the impact of the arts across society. The findings were so compelling she has now put forward a piece of legislation entitled The Essential Role of Artists and Creative Expression in Canada. The status of this bill at the moment is waiting for a further sponsor but the Minister is in full agreement with its intent.

Research Update
RP introduced PC to talk about the research work he is undertaking in the music industry. PC is working in partnership with universities in Birmingham, Liverpool, Newcastle, Edinburgh, Rotterdam, Hamburg and Milan.
He demonstrated the interactive map of music venues, building on the mapping work PC done in partnership with Creative Wales on venues rehearsal rooms and recording studios. PC gave a live demonstration from the prototype website and how useful this resource will be when it is rolled out. However, in Liverpool and other areas there are a team of 6 people and PC only has himself working on this and his plea to the group was for more help with collating and populating the information. PC and DB reiterated that this would be very useful to international promotors and also for our musicians and music industry in Wales.

Summary of the issues discussed:

RP introduced and welcomed Owain Arwel Hughes to the group and thanked him for his time and passion for both his Welsh heritage and Wales’s reputation as a ‘Land of Song’.

OAH thanked Rhianon for the opportunity to address the group. He talked about the importance of music and especially the importance of access to instruments. He recounted his meeting with a violinist from a deprived area of Glasgow who was offered a violin at school. He flourished with this instrument and played in a number of orchestras including the BBC Scottish Symphony, believing his life would have turned out very differently without the intervention of access to a musical instrument. OAH stated to the group that we must all take the arts much more seriously because music and the arts is not just about what we get out of it but what it does to people’s lives. His plea is to have students and teachers back in the schools and for the peripatetic music teachers to return to our schools

OAH praised the work of the group members but reiterated it is in the schools where music will grow and develop. He stated if there was anything he could help with he would to get music back on the agenda in schools.

Music Education Plan Update
RP introduced Mari Pritchard and moved this item up the agenda following on from the presentation by OAH. MP gave the group an overview of the first academic year with the Music Plan. MP welcomed the strong commitment the Welsh Government has given to music funding and it is already reaping the rewards. Powys now has a Music Lead where there has been very poor provision. It was noted how this was such a big step for the music service in Powys. MP also reported to the group that the Music Youth Ensembles auditions are drastically improved from last year. Also, the social media presence is now having traction and the energy of all local authorities is now focused towards delivering the music plan for Wales.

It was also noted how partnerships are an important area and MP has written a paper about universities in Wales.

Interactive Live Music map Update

RP introduced PC to talk about the research work he is undertaking in the music industry. PC is working in partnership with universities in Birmingham, Liverpool, Newcastle, Edinburgh, Rotterdam, Hamburg and Milan. The interactive map now has a new website (https://livemusicresearch.org). This allows stakeholders across Wales to enable them to update their information by filling in a contact form. PC thought it was now time to start to develop and monitor this via Creative Wales. PC thanked Creative Wales for all their work in this support tool for Wales.
